Tourism PEI commissioned Twenty31 to help define a progressive tourism growth acceleration strategy. The objectives included collecting evidence from relevant stakeholders, mapping input to globally innovative best practices, then developing an overarching strategy to support Tourism PEI, its stakeholders, and the broader community in determining the best strategic approach to tourism development in the province.

Due to COVID-19, the engagement was put on hold one month prior to completion. However, Tourism PEI’s Board, steering committee, and executive management team were highly satisfied with Twenty31, and engaged us to support the development of their COVID-19 recovery strategy.

Risk and opportunity assessments


Once scenarios were devised, our proprietary risk and opportunity assessment models helped to determine the best course of action, focusing on actions with the highest impact potential for a series of tourism objectives that Tourism PEI could feasibly manage and implement.

Stakeholder engagement


We conducted 70+ workshops and webinars across Canada, leveraging digital tools during the COVID-19 pandemic to enable participants from all corners of Canada to participate in and experience the program’s resources and benefits.

Scenario planning


To help Tourism PEI determine how to address challenges stemming from COVID-19, we used our proprietary scenario planning methodology to envision possible best, base, and worst-case scenarios.

Leveraging the analysis from the previous engagement and using Twenty31’s our approach to scenario planning, we developed a COVID-19 recovery strategy for Tourism PEI complete with specific triggers. Tourism PEI is now in the midst of implementing the strategy.
