Co-creating Halifax’s Tourism Development & Management Strategy

Discover Halifax selected Twenty31 to lead the development of a cohesive and integrated destination development strategy for the city and greater region to guide sustainable tourism growth and management over the next decade. This strategy sought to position Halifax to attract higher-yield tourists and drive city and regional economic growth, in addition to offering opportunities for enhancing the overall visitor experience, the city's reputation, and its competitive edge.

Strategy development


With a series of strategic pillars and associated initiatives identified, we vetted a draft plan via an interactive workshop with Discover Halifax’s steering committee. We utilized Mentimetre’s interactive presentation software to assess real-time perceptions of initiatives according to risk, opportunity, and investment criteria. The workshop outputs included a highly customized destination strategy for Halifax and clear identification of ownership and impact measurement criteria.

Uncovering evidence-based ideas


In conducting a comprehensive situational analysis, our team led a series of innovation-focused design-thinking workshops with business, government, Indigenous, and community opinion leaders brought together by Discover Halifax. Their input fueled the vision for tourism within Twenty31’s destination development model.

The strategy co-created by Twenty31 is now used to guide and enable sustainable tourism development and economic contribution in a manner that has advanced buy-in and cohesion among community stakeholders.
